Prim. dr Radivoje Novaković specijalista je opšte hirurgije i načelnik Odjeljenja Hirurgija u Medicinskom centru u Milićima. Medicinski fakultet završio na Medicinskom fakultetu Univerziteta u Tuzli 1985. godine u zvanju doktora medicine.
Specijalizaciju iz opšte hirurgije završio na Vojnomedicinskoj akademiji u Beogradu 1993. godine, a u zvanju specijalista opšte hirurgije. Zvanje primarijus stekao 2005. godine.
U JZU Bolnici u Zvorniku, radio je 33 godine, od zasnivanja radnog odnosa.
